Abstract

Shows how two events one week apart earlier this year pointed the way for the UK to put itself in the vanguard of the next stage of intelligent robotics development. First came the publication of a report Technology and Market Review of the Robotics Sector which studied the state and prospects of robotics in seven sectors of UK industry and proposed that special efforts, including demonstrator projects should be focused first on the food industry sector and then on the medical sector. The second event was the launch of SILVER SIG, a Special Interest Group for Intelligent VEhicles and Robotics. A major participant in SILVER is the Defence Evaluation and Research Agency, DERA, which is committed to linking commercial industry with government research ‐ in this case in the development of intelligent vehicles.

Abstract

This study tests the relationship between financial leverage and a firm's operational and financial short term responses to poor performance, based on Jensen's (1989) argument that higher predistress leverage increases a firm's incentive to respond more quickly to poor performance. This research is conducted on a sample of 45 poorly performing New Zealand firms between 1985 and 1994. The results indicate that higher leverage increases the probability of firms taking action in the short term. In particular, the evidence suggests that the probability of asset sales is positively associated with long‐term leverage, in addition to its relationship with the firm's stock return. Increased probability of management replacement is related to higher levels of short‐term leverage and surprisingly, the probability of dividend cuts decrease with higher levels of total and short‐term leverage. Poorly performing firms with higher leverage also appear to cut asset levels and dividends more aggressively than those with lower leverage levels.

Abstract

We present a legislative background and assessment of approaches to financing the US Department of Veterans Affairs (VA) healthcare services, and focus on issues related to beneficiaries eligible for both VA and Medicare benefits. We refer to a large, VA Medical Center (VAMC) hospital and healthcare complex as a case for comparison of financing approaches. Several legislative proposals had been made to grant the VA funding transfers from Medicare. To date, none has passed in the Congress. Our analysis shows that payments from Medicare would need to be adjusted for the specialized characteristics of VAMC patients, as well as for higher capital costs related to the federal VAMC mandate to maintain reserve capacity for national health emergencies, in order to appropriately apply Medicare payments.

Abstract

Purpose

This chapter explores the importance of place in the creation of new enterprise and wealth.

Methodology/approach

The chapter deploys a case study of the Liverpool city-region and provides a critical review of the conditions for small enterprise in the locality, with attention paid to enterprise in low income communities.

Findings

The argument here suggests that place and public investment are important contributory factors to help understand how enterprise can contribute to wealth creation.

Research limitations/implications

Further work is required to comprehend the wider aspects of enterprise in the context of place and particularly its relevance to low income communities.

Practical implications

Policy makers may acknowledge how enterprise as a tool of wealth creation can reinforce local dynamics of social and economic exclusion and that the nuance of place needs to be taken into account.

Social implications

Small enterprises have a wider potential beyond their economic role to impact local communities.

Originality/value

There are some studies in entrepreneurship that consider the propinquity between enterprise, place and wealth creation although placing this in the context of local economic decline and low income communities is a relatively under researched and misunderstood domain.

Abstract

Purpose

This article aims to analyze how gender and decision-making styles of Chief Executive Officers (CEOs) of Small and Medium Enterprises (SMEs) impact the financial performance of the firms they manage.

Design/methodology/approach

Data were obtained for 2017 for 185 SMEs in Chile, an emerging economy, including firm information, CEO's sociodemographic characteristics and CEOs' decision-making styles. Generalized Least Squares (GLS) models were estimated to explain the influence of gender and decision-making styles on firm performance, controlling for a series of covariates. To test whether gender moderates the effect of decision-making styles on firm performance, interaction terms were included. Furthermore, models were subject to several robustness procedures, with no significant differences in results.

Findings

The authors find evidence of significant relationships for both gender and the avoidant style. Likewise, the authors find evidence of interaction effects between gender and decision-making styles, particularly between gender and the dependent style.

Originality/value

Findings contribute to prior research by analyzing the relationship between CEO gender and SME performance in the context of a Latin American emerging economy; by providing evidence of the impact of decision-making styles on the financial performance of SMEs; and by examining how a specific decision-making style, namely the dependent style, operates differently according to CEO gender, shedding some light on its ambiguous character as described by prior research. For policymakers and authorities, findings indicate the importance of incorporating women to SMEs and supporting their way towards higher management.

Esta investigación analiza cómo el género y los estilos de toma de decisiones de los gerentes generales (CEOs) de las pequeñas y medianas empresas (PYMEs) impactan en el desempeño financiero de las empresas que administran.

Diseño

Se obtuvieron datos del año 2017 para 185 PYMEs ubicadas en Chile, una economía emergente, incluyendo información de la empresa, así como características sociodemográficas y estilos de toma de decisiones de los gerentes generales. Se estimaron modelos de Mínimos Cuadrados Generalizados (GLS) para explicar la influencia del género y los estilos de toma de decisiones en el rendimiento de la empresa, controlando por una serie de covariables. Para determinar si el género modera el efecto de los estilos de toma de decisiones en el rendimiento de la empresa, se incluyeron términos de interacción. Además, los modelos fueron sometidos a varios procedimientos de robustez, sin encontrar diferencias significativas en los resultados.

Hallazgos

Los autores encuentran evidencia de relaciones significativas tanto para el género como para el estilo evitativo. Asimismo, los autores encuentran evidencia de efectos interacción entre el género y estilos de toma de decisiones, particularmente entre el género y el estilo dependiente.

Originalidad

Los hallazgos contribuyen a investigaciones anteriores al analizar la relación entre el género del CEO y el rendimiento de las PYMEs en el contexto de una economía latinoamericana emergente; al proporcionar evidencia del impacto de los estilos de toma de decisiones en el rendimiento financiero de las PYMEs; y al examinar cómo un estilo de toma de decisiones específico, a saber, el estilo dependiente, opera de manera diferente según el género del CEO, esclareciendo su carácter ambiguo tal como ha sido descrito en investigaciones anteriores. Para las autoridades y los responsables de políticas, los hallazgos indican la importancia de incorporar mujeres a las PYMEs y apoyarlas en su ascenso hacia la alta administración.

Abstract

Purpose

This paper revisits the claim of Vinten (1993) in this journal that whistleblowing is achieving prominence as a question of social policy.

Design/methodology/approach

It examines literature from social and health policy to focus on the importance of whistleblowing and the policies that may encourage whistleblowing. However, it finds little extant academic literature in social policy, and so it turns to examine documents on whistleblowing in the British National Health Service such as NHS Inquiries, Parliamentary Debates, Parliamentary Committee Reports and government documents.

Findings

It is found that whistleblowing has not achieved prominence as a question of social policy in nearly 30 years since Vinten's argument. However, it argues that whistleblowing should be an issue for social policy as it is clear that whistleblowing can save lives.

Practical implications

It supports the growing Parliamentary agenda for legislative change for whistleblowers.

Originality/value

This is one of the first articles on whistleblowing in a Social Policy journal for nearly 30 years and provides an argument that the discipline should pay more attention to a topic that can save lives.
